“We all know it takes a village,” says Phil Pannell, candidate for DC’s State Board of Education. “But what happens when the villagers are dysfunctional?” Pannell pledges to conduct an “organizational audit” when elected to the State Board, to find out which schools in DCPS and charter LEAs have PTAs or other home-school associations. The State Board should “bring more capacity” to local school communities, he says, helping parents to participate.
